The Liffey Low Tide

I am not sure if when there is low tide in the Liffey it is because there is few water or because there is a dam upriver which blocks the water from time to time. Coincidentally, it was in Dublin in august when I saw this happening several times. After seeing the river during the whole year wit loads of water, this view is a great difference.
